This is the new tier list. The ^ indicates an upwards move.

The concept of a tier is this:

Some characters are fundamentally better than others, they are slightly unbalanced. This gives them an advantage over all character who are under them in the tier. This does NOT mean that a great Bowser won't beat a bad Sheik! It simply means that if two players are EQUAL, one uses Bowser and one uses Sheik, the player who uses Sheik will win easily.

Tiers effect all levels of play and are simply mistakes. If you find out your favourite character is low on the tiers, you shouldn't be upset and If you beat your friends with a low tier character, it does NOT disprove tiers.
